Oily looking water is caused by sulfur bacteria which is not a threat to your health. However, it can cause pipe damage and wall casing damage when left untreated. First, try increasing the water heater temperature and drain the tank. If only the hot water is oily, have a plumber replace your heater’s magnesium rods with zinc or aluminum.
